The Port of Spain Corporation

  Standing Committees 

The work of the Council is conducted through the establishment of several committees with specific areas of responsibility:-

1. PUBLIC HEALTH -
To consider and report on all matters affecting the Public Health of the City. To deal with such matters as directed by the Local Sanitary Authority for Port of Spain with respect to general sanitation, the protection of the environment, control and cleansing of cessoits/septic tanks, water sampling and related matters.

2. FINANCE, PLANNING AND ALLOCATION OF RESOURCES -
To carry out the provisions of Part VI of the Municipal Corporations Act and specifically to consider and report upon all financial matters, Corporation properties and real estate; claims for and against the Corporation; the purchase and sale of stores; the recovery of debts to the Corporation in accordance with the Rates and Charges Recovery Act; all Contracts and High Court Actions and such other matters as directed by the Council from time to time.

3. PHYSICAL INFRASTRUCTURE/GENERAL PURPOSES -
To review City infrastructure and make recommendations with respect to Capital/Development works; to consider and report on; matters relating to the provisions and maintenance o Parking Meters and Municipal Car Parks; applications for lumber yard and cold storage licenses, buisness licences (other than Woodbrook); the improvement of roads, sidewalks, bridges, water courses; City Hall and Divisional buildings; telephone communication and other matters not falling within the terms of reference of any other Committee.

4. SECURITY -
To consider all matters relating to the improvement of security in the City and Corporation properties; making recommendations for the drafting, updating and enforcement ofbye laws.

5. INSTITUTIONS -
To review, consider and report, on the working of the respective institutions of the Corporation-Transport and Cleansing Department; Markets and Abbatoirs; Cemeteries and Crematorium - and relarted matters.

6. ASSESSMENT -
To consider and determine all such matters as required to be dealth with by the Council under Part V of the Municipal Corporations Act and other related assessment and rating matters .

7. CITY AMENIITIES -
To consider and report on all matters relating to street lighting; the provision, maintenance and management of leisure facilities, playing fields, sport centres, public swimming pools, parks, squares and open spaces; erection of statues and monumnets, community centres; the management of the Brian Lara Promenade and City beautification programmes.

8. ASSEMBLY HALL -
To deal with applications for the use of the Assembly Hall with delegated authority to decide finally without reference to the Council and other matters relative to the development of the City.

9. DOWNTOWN CARNIVAL -
To consider all matters relating to the management, development and improvement of Carnival Celebrations in the City.

10. PLANNING AND DEVELOPMENT-
To consider and report on all matters relating to Town Planning; advertisings and hoardings in the City; the inspection and control of buildings for compliance with the Building Regulations application for waivers of the Building Regulations and Development Control.

11.SPORTS-
To encourage the development of sports through the organisation of competitions in the various sporting disciplines, the organisation of city games and related matters.

12. CULTURAL & YOUTH AFFAIRS-
To plan and organize special events to promote the cultural heritage of the City; to encourage youth development and participation on civic duties and celebrations and related matters.

13. FESTIVALS -
To plan and organize the Corporation's participatin in all public festivals, public ceremonies, civic receptions and City Day celebrations and related matters.

14. PERSONNEL -
To consider matters relating to the improvement of efficiency in the provsion of Corporation services; matters relating to the Health, Safety and Welfare of employees, the maintenance of good Industrial relations practices; Staff Development and Staff Relations matters; fixing of the daily rated establishment and matters incidental thereto subject to the provisions of the Municipal Corporations Act and Industrial Relations Act to treat with the Recognized Majority Unions as necessary.
